ICS背景：
1998年秋季，法国商业与销售联盟的成员根据ILO公约并受SA8000标准的启示，提出了“社会条款行动(ICS)”。该提案主要针对来源国家中制造非食品消费产品的直接供应商。从一开始，ICS方案就使用了附有等级体系的统一审核调查卷、并有系统地利用外部的独立审核公司。同时，ICS已经向其他法国零售商开放，并进行了许多审核，受到全球最大的社会贸易机构的关注而不断完善。
ICS规范和目标：
如在ICS规范中所述，ICS方案的目标是促进和支持所有与社会、健康/安全相关的持续改进，内容涉及到供应ICS成员工厂的全面工作条件。ICS规范解释了对ICS成员的核心要求，而在成员本身自由遵循的“行业操守”可规定额外或改进性条款。由ICS成员发起的所有审核的主要结论将被登记到ICS的数据库中，并在ICS成员中进行资源共享，以避免不必要的重复审核。
ICS结构：
原则上，所有ICS成员公司的代表每两个月见面一次，以共同跟进ICS提案在全球执行的步伐和决定发展的举措。ICS常任秘书处负责处理所有组织和协调方面的事务。
成员承诺
根据权责义务规章的规定，ICS成员促进ICS方案的实施并遵守已建立的规则。为了监督审核结论和带动来源国家工作条件的持续改善，基本的信息是共享的。
